Mixed Occupancy Code Analysis: Separated vs. Non-Separated Occupancy Methods

Most Real Buildings Have More Than One Occupancy - the IBC Provides Two Methods for Handling the Mix

The IBC assigns fire and life safety requirements based on occupancy classification. Simple buildings with a single use (a warehouse, a pure office building) have a single occupancy and a single set of requirements. Most real buildings, however, contain multiple uses - a retail store with stockroom storage in the back (M and S occupancy); an office building with a ground-floor restaurant (B and A-2); a mixed-use building with apartments above a fitness center (R-2 and A-3). When a building contains more than one occupancy, the IBC provides two methods for handling the mix, and the architect must analyze both to determine which is more advantageous for the project. The ARE PA exam tests mixed occupancy code analysis as a core code compliance skill requiring knowledge of both methods.

Method 1: Non-Separated Occupancies

In the non-separated occupancy method, the architect does not provide fire-rated separations between the different occupancies. Instead, the entire building is evaluated using the most restrictive requirements of all the occupancies present. "Most restrictive" applies to: allowable height and area (use the most restrictive values from IBC Table 506.2 for the occupancy with the lowest limits); egress (use the most restrictive requirements); and sprinkler system requirements. Non-separated occupancies simplify construction (no rated walls between uses) but may significantly reduce allowable area by requiring the entire building to meet the most restrictive occupancy's limits.

Method 2: Separated Occupancies

In the separated occupancy method, fire-rated separations are provided between each occupancy. Each occupancy is then evaluated independently against its own IBC allowable height and area limits. The benefit: each occupancy uses its own (more favorable) limits rather than being dragged down by the most restrictive co-occupancy. The cost: fire barriers or fire walls between the occupancies must be provided (1-hour to 2-hour fire barriers per IBC Table 508.4, depending on the occupancy combination). For example, separating B (office) from A-2 (restaurant) requires a 1-hour fire barrier; separating S-1 (sprinklered storage) from A (assembly) may require a 2-hour barrier. Each occupant area is then checked independently against the IBC table for its occupancy.

Choosing the Better Method

The architect evaluates both methods and selects the one that is most advantageous for the project. Non-separated is typically better when: the ancillary use (storage, small coffee bar) is a minor percentage of the total floor area and the most restrictive occupancy's limits are still workable. Separated is typically better when: the two uses have very different allowable areas and keeping them separated allows each to maximize its permitted floor plate. The detailed analysis requires looking up each occupancy's allowable area in IBC Table 506.2 for the applicable construction type, comparing the two methods' outcomes, and selecting the more favorable approach.
