The Owner Hires the Architect to Build the Program - Program Verification Confirms the Design Actually Does That
One of the most important and most frequently overlooked functions in early design phases is program verification - the systematic confirmation that the developing design actually accommodates all the space requirements in the owner's program. It is surprisingly easy for a design to evolve from an approved program, incorporating design gestures and spatial relationships that feel right, and arrive at the end of schematic design with a building that does not accommodate the required number of conference rooms, whose clinic exam rooms are undersized by 15%, or whose total net area falls 20% short of the program. Program verification through area takeoffs and adjacency matrix reviews is the safest way to prevent the embarrassing (and expensive) discovery during design development that the schematic design does not actually work. Area Takeoffs
An area takeoff is a systematic accounting of the areas of all spaces in the developing floor plan, organized by space type and compared to the program requirements. The takeoff should include: each room's actual area (measured from the design drawings); the program requirement for that space; the difference (surplus or deficit); and cumulative totals by department, floor, and building total. Area takeoffs are most efficiently done in BIM (rooms have area data embedded in the model that can be exported to a schedule automatically) but can be done manually for simpler projects. A takeoff that shows 50% of the clinic exam rooms are undersized by more than 10% relative to the program standard should trigger a design review immediately, not after construction documents are complete.
Net-to-Gross Ratio
The net-to-gross ratio (N/G) compares the total net area (sum of all occupied room areas) to the total gross area (the building's total square footage including walls, mechanical chases, corridors, restrooms, and other common areas). N/G ratio by building type: office buildings: 0.80-0.85 (80-85% efficient); hospitals: 0.55-0.65 (corridors, waiting, mechanical, and utility space consume 35-45% of gross area); multifamily residential: 0.75-0.85 (varies by unit type and corridor configuration). When the developing design's N/G ratio is significantly below the target, the architect must evaluate whether the program can be accommodated within the owner's allowed building area or whether the total building area must increase.
Adjacency Verification
Beyond area compliance, the architect must verify that spaces that are required to be adjacent (per the program's adjacency matrix) are actually adjacent in the design. A hospital surgery suite that is programmed to be adjacent to the central sterile processing unit but is separated from it by three floors in the developing design is functionally non-compliant with the program, regardless of whether all the square footage is present. Adjacency verification: overlay the design plan with the program's adjacency matrix and confirm that each required adjacency is met or explain why a deviation is acceptable.
