Site Circulation Design: How Pedestrian, Vehicle, and Service Paths Are Organized on Site Plans

Separating Vehicle and Pedestrian Paths Is the First Principle of Safe Site Circulation Design

Site circulation design is among the most consequential decisions an architect makes in the site planning process. Getting it wrong creates safety conflicts between vehicles and pedestrians, inconvenient paths that occupants ignore (creating informal desire lines through planted areas), or service conflicts that disrupt building operations. The fundamental organizing principle is separation: vehicle circulation, pedestrian circulation, and service/delivery circulation should be separated wherever possible, with conflicts managed at defined crossing points where sight lines, speeds, and signage favor pedestrian safety. The ARE PA exam tests site circulation as a program analysis and site design skill - asking candidates to evaluate circulation options for a described site and program and identify which arrangement best meets the stated functional and safety criteria.

Pedestrian Circulation

The primary pedestrian path on any site is the accessible route from public transportation stops and parking to the principal building entry. ADA Standards (ADASAD) require: a continuous accessible route from parking spaces (and from public rights-of-way) to the accessible building entrance; minimum 60-inch clear width for two-way travel (44 inches for one-way paths, but 60 is standard); maximum 1:20 running slope for accessible routes (1:12 for ramps with handrails); maximum 1:48 cross slope (2%). Accessible routes cannot include steps - if the grade change is greater than 1:20, a ramp is required. Accessible routes must be the most direct and convenient routes to building entries, not secondary paths. The architect must also coordinate pedestrian paths with ADA parking lot requirements: van-accessible spaces must be accessible to the building entry.

Vehicle Circulation

Vehicle circulation includes passenger vehicle access to parking, drop-off lanes at building entries, and emergency vehicle access. Drop-off lanes (porte-cocheres) at building entries should be on the same side as the primary pedestrian entry and should allow vehicles to pull out of the traffic lane for the drop-off maneuver. Fire truck access routes must meet local jurisdiction requirements - typically: minimum 20-foot clear width; maximum grade; minimum overhead clearance; and turning radius for fire apparatus. All parking areas must have defined drive aisles that allow vehicles to enter and exit without conflicting with pedestrian paths except at marked crosswalks.

Service Circulation

Service and delivery circulation should be routed separately from the primary pedestrian and passenger vehicle paths. The service area - loading dock, trash and recycling enclosures, mechanical equipment service access - is typically at the building's rear or side elevation, accessed via a secondary site drive that does not cross the primary entry path. This separation prevents the visual and operational conflict between service functions and building entries. Locate trash enclosures, dumpsters, and recycling areas so they are accessible to service vehicles but screened from primary entries and public views.
