Selecting the Right Project Delivery Method: How Owners Choose Between DBB, DB, and CMR

No Delivery Method Is Best for Every Project - the Right Choice Depends on the Owner's Priorities

One of the most valuable services an architect can provide an owner at the beginning of a project is advising them on project delivery method selection. Design-bid-build, design-build, construction manager at-risk, and integrated project delivery each offer different tradeoffs in schedule, cost certainty, design control, and risk allocation. An owner who chooses the wrong delivery method for their project type and priorities may find themselves managing a construction process for which they are structurally ill-suited. The architect's knowledge of delivery methods and their practical implications makes this one of the most influential advisory moments in the owner-architect relationship. Key Selection Factors

Schedule: Design-build and CM-at-Risk allow design and construction to be overlapped (fast-tracked), reducing the total project delivery timeline. Design-bid-build is a sequential process - design must be complete before construction begins - making it the longest delivery method. If the owner has an urgent occupancy need (a lease expiration, a business launch date, a grant deadline), fast-track delivery may be worth the tradeoffs in design control and cost certainty. Cost certainty: The owner's need for a fixed, committed price before construction begins is best served by Design-Build (where a GMP or lump sum is committed at project award) or CM-at-Risk (GMP established at 50-75% CD completion). Design-bid-build provides cost certainty at bid opening, but design must be complete before the price is known. Design control: The owner who wants maximum control over design - selecting materials, approving aesthetics, directing program changes throughout design - is best served by design-bid-build, where the architect works directly for the owner and the design is the owner's product. In design-build, the design-builder controls design decisions subject only to the owner's criteria document. Owner capacity: Owners with limited internal resources for construction management (without a dedicated owner's project manager) may prefer design-bid-build where the architect manages the contractor on the owner's behalf during CA. Sophisticated institutional owners with dedicated capital projects departments may prefer CM-at-Risk, where the CM provides preconstruction services including budget input during design.

Public vs. Private Considerations

Public projects have statutory constraints on delivery method selection in many jurisdictions. Most public procurement laws default to design-bid-build with lowest responsible bidder selection. Alternatives (design-build, CMR, IPD) typically require specific statutory authorization and may have additional procedural requirements (two-stage procurement, qualifications-based selection for design-build). Private projects have more flexibility to choose any delivery method the owner and market support.
