Division 01 Sets the Rules That All Other Specifications Must Follow
When an architect specifies a CMU wall in Division 04 or a steel connection in Division 05, those technical requirements operate within a framework established by Division 01. Division 01 General Requirements governs how the entire project is administered: how submittals are processed, how RFIs are handled, what quality control is required, what the contractor’s mobilization requirements are, and how the project is closed out. Architects who understand Division 01 are fundamentally better prepared for ARE PDD questions about specification coordination and construction administration.
What Division 01 Sections Cover
Division 01 is organized into sections, each addressing a specific aspect of project administration. Key sections include:
- Section 01 10 00 Summary: Project overview, work covered and excluded, owner-furnished items, and coordination with separate contracts.
- Section 01 20 00 Price and Payment Procedures: Schedule of values requirements, application for payment format, and stored materials provisions.
- Section 01 25 00 Substitution Procedures: How substitution requests are submitted and evaluated - during bidding and during construction separately.
- Section 01 30 00 Administrative Requirements: Submittal procedures, RFI procedures, meeting requirements, and project coordination.

Why Division 01 Is the Most Legally Significant Division
Division 01 language defines the administrative obligations of all parties during construction. A well-written Division 01 establishes clear submittal turnaround times, specific RFI response protocols, defined retainage terms, and explicit closeout document requirements. A poorly written or boilerplate Division 01 that contradicts the owner-contractor agreement creates disputes. The architect must coordinate Division 01 with both the AIA A201 General Conditions and the owner’s supplementary conditions to ensure consistency.
Division 01 vs. AIA A201
AIA A201 is a legal document that governs the contract relationship. Division 01 is a specification that governs project procedures. They are complementary, not alternatives. When Division 01 says the contractor must submit all submittals on a specific schedule and the A201 says the architect must review submittals within 14 days, both obligations run simultaneously. If there is a conflict between Division 01 and A201, the A201 takes precedence because it is part of the legal contract documents.
