After building footprint, setbacks, and height limits, parking requirements are frequently the most impactful site constraint on urban and suburban projects. A building that generates a requirement for 200 parking spaces needs approximately two acres of surface parking or a multi-story garage structure - either of which fundamentally transforms the site planning challenge. Getting parking requirements wrong during programming (underestimating the required count) leads to late-stage site plan revisions that may require fundamental redesign of the project. Zoning code parking research is therefore a critical first step in programming and site analysis, directly tested on the ARE PA exam.
How Parking Requirements Are Established
Zoning codes establish minimum parking requirements as ratios tied to building use and size. Common ratios include: office uses at 1 space per 250–400 sf of gross floor area; retail at 1 space per 200–300 sf GFA; restaurants at 1 space per 2–4 seats or per 100 sf; hotels at 1 space per guest room plus additional spaces for restaurant, meeting room, and staff; multifamily residential at 1–2 spaces per dwelling unit depending on bedroom count. The specific ratios and the floor area basis (gross, net, or leasable area) vary by jurisdiction and sometimes by district within a jurisdiction (urban cores often have lower minimums than suburban areas).
Calculating Required Parking
To calculate required parking, identify the proposed use and its floor area, then apply the applicable code ratio. For mixed-use buildings, calculate the requirement for each use separately and sum the totals. Example: a five-story mixed-use building with 10,000 sf ground-floor retail (1 space/250 sf = 40 spaces) and 40 apartments averaging 1.5 bedrooms each (1.25 spaces/unit = 50 spaces) = 90 total required spaces. Parking calculations must use the floor area definition specified in the code for each use category.
Parking Reduction Strategies
Many jurisdictions allow parking reductions under defined circumstances: proximity to public transit (transit-oriented development districts typically have reduced parking minimums or no minimums); shared parking agreements between adjacent uses with different peak demand hours (an office building and a restaurant share spaces because office peak hours are 9–5 while restaurant peak hours are evening); unbundled parking (in residential projects, parking spaces sold or leased separately from units, which market research shows reduces the per-unit parking demand); and payment into a parking in-lieu fund (available in some downtown districts, allowing developers to pay a fee instead of providing spaces on-site).
ADA Accessible Parking Requirements
Beyond the zoning code minimums, ADA Standards for Accessible Design specify minimum accessible parking requirements as a percentage of the total parking count. For lots with 1–25 spaces, 1 accessible space is required; for 26–50 spaces, 2 are required; the table continues with required accessible spaces at defined ratios as total count increases. Accessible spaces must meet dimensional requirements (minimum 8 feet wide with 5-foot access aisle for standard accessible; 8 feet wide with 8-foot access aisle for van-accessible), be located on the shortest accessible route to the accessible building entrance, and be identified with required signage.
