Post-Occupancy Evaluation: What It Is and Why It Matters for ARE PjM

What a post-occupancy evaluation (POE) is, how it is structured and conducted, what architects learn from POE data, how POE relates to LEED and evidence-based design, and how POE is tested on the ARE PjM exam.

The Most Important Feedback on an Architect's Work Often Comes After Occupancy - Not Before

Most architectural projects end with the issuance of the Certificate of Final Completion and the close of the construction administration phase. The architect moves on to the next project; the owner settles into their new building. But important questions remain unanswered: Does the building actually perform the way it was designed to? Does the HVAC system maintain comfortable conditions across all zones? Do building users find the spatial organization intuitive and functional? Are there recurring maintenance problems that might have been avoided with different material selections? Post-occupancy evaluation (POE) is the systematic process of obtaining this feedback, and it provides some of the most valuable information available to improve the quality of future projects. The ARE PjM exam tests POE as a professional service that architects may offer and as a data source for evidence-based design practice.

What a POE Includes

Post-occupancy evaluation is typically conducted 6–24 months after building occupancy, when users have had enough time to experience the building across seasons and operating conditions but the building is still relatively new and any design-related problems are clearly attributable to design decisions rather than age. A comprehensive POE includes: occupant surveys assessing satisfaction with thermal comfort, air quality, acoustic performance, lighting quality, spatial organization, and overall building performance; measurement of actual energy and water consumption against design targets; interviews with building operations staff about maintenance challenges and system performance; physical measurements of temperature, CO2 levels, lighting levels, and acoustic performance in representative spaces; and a walkthrough by the design team to identify any conditions warranting attention.

POE in LEED and Commissioning

LEED for Building Operations and Maintenance (LEED O+M) includes credits for commissioning and for documentation of ongoing performance metrics. LEED's energy and water performance credits require actual metered performance data, not just energy modeling predictions. Post-occupancy measurement and verification is also a component of enhanced commissioning under LEED BD+C. This makes POE not just a best practice but a formal component of sustainability certification for projects pursuing LEED O+M or enhanced commissioning credits.

Evidence-Based Design

Evidence-based design (EBD) is the practice of making design decisions based on the best available research evidence, supplemented by rigorous evaluation of project outcomes. POE data is a primary source of evidence in EBD: measuring whether design choices produce the intended outcomes - reduced patient falls in a healthcare facility, improved test scores in a school, reduced sick days in an office building - allows designers to validate successful strategies and identify failed ones. Sharing POE data through peer-reviewed research and AIA resources like the Academy on Architecture for Health contributes to the profession's growing body of design evidence.

POE as an Additional Service

POE is not included in AIA B101 Basic Services - it is an Additional Service that must be specifically contracted and compensated. Many owners, particularly institutional owners with ongoing building programs (universities, healthcare systems, government agencies), recognize the value of POE and include it in their project scopes. For architects who want to improve their practice, conducting POE on a periodic basis - even informally, even without additional compensation - provides feedback that improves the quality of future projects in ways that no amount of design theory can substitute for.
