Seismic Design Category Determines How Much Your Building Must Be Designed for Earthquakes
Not all buildings in seismic regions require the same level of seismic resistance, and not all regions have the same seismic hazard. The International Building Code uses a Seismic Design Category (SDC) to classify the seismic risk of each individual building - a classification that accounts for both the seismic hazard at the site (how strong the expected ground shaking is) and the occupancy category of the building (how important the building is for post-earthquake response). The SDC then triggers specific structural system requirements, detailing requirements, and height limits for different types of lateral force-resisting systems. The ARE PPD exam tests seismic design categories because they are a fundamental driver of structural system selection during schematic design - choices made before structural calculations begin.
Seismic Hazard and Ground Motion Parameters
The seismic hazard at any site is quantified through mapped ground motion parameters published by the USGS and incorporated into ASCE 7 (the structural load standard referenced by the IBC). The two key parameters are Ss (mapped maximum considered earthquake ground motion spectral response acceleration at short periods) and S1 (spectral response acceleration at 1-second period). These mapped values are then modified by site class (a classification of the soil or rock conditions at the site, from Site Class A/hard rock to Site Class E/soft clay) using site amplification factors. Sites on soft soils can experience ground motion amplification that significantly increases the effective seismic hazard compared to an identical site on rock.
Seismic Design Categories A Through F
IBC Table 1613.2.5 (referencing ASCE 7) assigns buildings to SDC A through F based on the design spectral response acceleration parameters and the Risk Category of the building:
- SDC A: Very low seismic hazard; minimal seismic design requirements; applies to low-hazard zones with high-hazard sites excluded.
- SDC B: Low seismic hazard; basic seismic requirements apply.
- SDC C: Moderate seismic hazard; intermediate seismic design requirements; some structural system restrictions apply.
- SDC D: High seismic hazard (most of the West Coast outside high-hazard zones); significant structural system restrictions; higher detailing requirements for concrete and steel.
- SDC E: Very high seismic hazard for Risk Category I and II buildings.
- SDC F: Very high seismic hazard for Risk Category III and IV buildings (essential facilities).
Risk Category and Its Effect on SDC
The same seismic hazard can result in a different SDC depending on the building's Risk Category. Risk Category IV buildings (essential facilities: hospitals, emergency operations centers, communications facilities) are assigned one SDC higher than they would receive based on hazard alone, because their continued function after a major earthquake is essential to community response. A hospital in a moderate seismic zone that would be SDC B based on hazard alone becomes SDC C when the Risk Category IV multiplier is applied.
Structural System Implications
Higher SDCs progressively restrict which structural systems are permitted and require more ductile detailing in permitted systems. In SDC D–F, ordinary concrete moment frames and ordinary steel moment frames are prohibited; only special moment frames with extensive ductility requirements are permitted. Shear walls in SDC D–F must be specially detailed concrete or wood structural panel shear walls. Irregularities (plan irregularities, vertical irregularities) that would be acceptable in low-SDC buildings are prohibited or more heavily penalized in high-SDC buildings.
