Stair Design Requirements Under the IBC: Dimensions, Handrails, and ARE PPD Compliance

How the IBC regulates stair design - rise and run dimensions, minimum width, handrail requirements, headroom, landings, and the distinctions between exit stairs and interior stairs for the ARE PPD exam.

Stair Dimensions Are Not Matters of Taste - They Are Precisely Regulated by Code

Stairs are one of the most code-regulated elements in architecture. The IBC establishes minimum dimensions for tread depth, maximum riser height, maximum variation in riser height within a flight, minimum stair width, headroom clearance, landing requirements, and handrail and guardrail specifications - all with specific numeric values that are directly testable on the ARE PPD exam. Getting stair dimensions right is a fundamental construction documents skill; getting them wrong in a finished design can be either a code violation or, in the case of exit stairs, a life safety issue. Understanding the IBC stair requirements is also necessary for understanding when a stair qualifies as a means of egress (with its attendant stricter requirements) versus a non-egress interior stair with somewhat less stringent requirements.

Riser and Tread Dimensions

IBC Section 1011 establishes stair geometry requirements:

  • Maximum riser height: 7 inches (7-3/4 inches for occupancies other than dwelling units and institutional occupancies)
  • Minimum tread depth: 11 inches (10 inches with a nosing of minimum 3/4" to maximum 1-1/4")
  • Maximum riser height variation within a flight: 3/8 inch (dimensional tolerance)
  • Maximum tread depth variation within a flight: 3/8 inch

These dimensional requirements apply to all stairs in required means of egress and to interior stairs in most occupancies. Residential dwellings (Group R-2 individual dwelling units, R-3) have slightly different standards: maximum 8-1/4" riser height, minimum 9" tread depth. Understanding which standards apply to which occupancy is itself a testable distinction.

Stair Width Requirements

Minimum stair width depends on the occupant load served and the occupancy type. For exit access stairs: the minimum clear width is 44 inches for occupant loads over 50 persons and 36 inches for 50 or fewer persons. The clear width is measured between handrails or between a handrail and a wall. Handrails must project no more than 4.5 inches from each side - so a stair with 44" clear width may have a nominal width of 44" + 4.5" + 4.5" = 53" overall. For specific occupancies (Group I-2 healthcare, Group A assembly), additional width requirements may apply based on the occupant load of the floor served.

Handrail Requirements

Handrails are required on both sides of stairs serving exit access or requiring 44" minimum width. For stairs less than 44" wide (36" clear), a handrail is required on at least one side. Handrail height: 34–38 inches above the stair nosing (measured vertically). Handrails must be graspable - Type I (circular, 1-1/4" to 2" diameter) or Type II (non-circular, with specific perimeter and maximum width dimensions). Handrails must be continuous along the full length of the flight, extend horizontally at least 12 inches beyond the top riser and at least 12 inches beyond the bottom riser (at a minimum slope equal to the stair slope), and return to a wall, post, or newel at the ends.

Headroom and Landing Requirements

Minimum headroom clearance is 80 inches measured vertically from the stair nosing (or from the platform or landing surface) to any overhead obstruction. Headroom must be maintained throughout the stair run. Landings must be provided at the top and bottom of each stair and at intermediate levels where the stair changes direction. Landing dimensions: minimum 36" in the direction of travel; the landing width must not be less than the stair width. Where a door opens onto a landing at the bottom of a stair, the landing must extend at least 20 inches beyond the swing of the door.
