Zoning Research Is One of the First Things That Must Happen on Any Project
Before a single concept sketch is drawn, the architect (or a team member working on their behalf) must understand what the local zoning code says about the proposed site: what uses are permitted, what the maximum building size and height are, what setbacks must be maintained, how much parking is required, and what special overlay districts or design standards apply. Getting this wrong at the beginning of a project means designing something that cannot be built - or discovering fundamental problems in design development when changes are expensive. Zoning code research is a foundational programming and analysis skill, and the ARE PA exam tests it because understanding site constraints is the necessary prerequisite to any design work.
Step 1: Identify the Applicable Jurisdiction and Zoning District
Most properties are subject to municipal (city or county) zoning regulations, though in some jurisdictions state overlay regulations, special district rules, or historic district requirements may also apply. The first step is confirming which jurisdiction's code applies and what zoning district the property falls within. For most urban and suburban properties, the local municipality's zoning map identifies the zoning district. For properties near jurisdictional boundaries, with multiple parcels under different ownership, or subject to annexation proceedings, confirming jurisdiction requires verification with the local planning department rather than assumption from the map.
Step 2: Find and Obtain the Applicable Code
Most jurisdictions publish their zoning codes online through the municipal website or through third-party code publishing services like Municode. The architect should download or print the applicable sections of the code and note the adoption date and any amendments in effect. Zoning codes are frequently amended, and a code published three years ago may not reflect current requirements. The planning department is the authoritative source for confirming current applicable regulations, and many jurisdictions have staff who will provide an informal pre-application zoning analysis for proposed projects.
Step 3: Identify Permitted Uses and Use-Specific Requirements
Every zoning district has a table of uses that classifies proposed uses as permitted by right (allowed without special approval), conditionally permitted (allowed only with a conditional use permit or special exception approval), or prohibited. The proposed project use must be classified correctly using the zoning code's use definitions - "medical office" and "general office" are often classified differently; "restaurant with drive-through service" has different classifications than "restaurant without drive-through." Use-specific standards (maximum parking ratios, buffering requirements, operational restrictions) often supplement the basic permitted use classification.
Step 4: Determine Dimensional Standards
The dimensional standards section of the zoning code establishes the physical constraints on what can be built: minimum lot size, maximum floor area ratio (FAR), maximum lot coverage, minimum building setbacks from property lines (front, side, rear), maximum building height, and minimum open space requirements. These standards define the buildable envelope - the three-dimensional zone within which all building mass must fit. Early in programming and schematic design, the architect uses the dimensional standards to establish the maximum building size the site can support and to identify any setback or height constraints that will affect building configuration.
